As a residence, the Surakarta Class I State Detention Center (RUTAN) provides services to convicts and detainees, one of which is health services for prisoners and detainees, while in one of the health services there are reproductive health services. The Surakarta Class I State Detention Center (RUTAN) is not only inhabited by men but also women because reproductive health is very important for women, so this research aims to see how accessible reproductive health services are for inmates and detainees at the State Detention Center (RUTAN ) Class I Surakarta. This research aims to determine the accessibility of reproductive health services for prisoners and female detainees at the Surakarta Class I State Detention Center (RUTAN). Dynamic human development adds to the complexity of poverty. To answer these problems, development planning meetings exist as a forum for community aspirations in voicing problems. This study uses a qualitative descriptive method with a literature review approach. Political dynamics occur every day in social life in society. The development of life today is mostly supported by Information and Communication Technology devices as well as the openness of the public making public dynamics occur in the real world as well as in cyberspace. Society must be armed with adequate political literacy for public decision making. Currently, the structure of society has a wider variety of generations, one of which is the postmillennial generation or generation Z. Generation Z Indonesia has participated in the political world. This article seeks to describe collaborative governance efforts in strengthening political literacy for the postmillennial generation. The article was compiled from the results of a literature review study which was finally able to be presented in a narrative. The literature reviews used come from national journals on millennial generation, politics, general elections, generation Z and political literacy published in the period 2018-2020. The results of the literature review show that the political literacy of the postmillennial generation is mostly assisted by social media. The financial service in question is People's Business Credit, which is a banking product aimed at small and weak entrepreneurs who want to develop their business. KUR is one of the government's efforts to provide equal access for the community, especially small entrepreneurs, as a form of equality in providing public services. To collect data, researchers conducted structured interviews with informants obtained using purposive sampling techniques. Informants are micro and small business entrepreneurs who intend to develop their businesses, divided into two informant criteria, namely informants with a bachelor's degree and informants with less than a bachelor's degree. To see accessibility, the theory used is accessibility theory which consists of 3 dimensions, namely cognitive, behavioral and administrative bureaucracy. From the results of interviews with informants with less than a bachelor's degree, it was found that the Jatiyoso community's understanding of KUR is still low, the community's communication patterns are low, the level of self-confidence is still low, they feel that every requirement is very complicated and troublesome, there is social distance between service providers and recipients and Conventional thinking hinders public access. And to analyze the factors that influence public sector innovation using Suwarno's (2008) theory which consists of internal factors and external factors. The research method used is descriptive qualitative. Data collection techniques include interviews, documentation and observation. The sample collection technique was carried out using purposive sampling and snowball sampling. Data validity uses source triangulation techniques which are carried out by checking data obtained from several sources. Meanwhile, the data analysis technique uses an interactive analysis model consisting of data reduction, data presentation, and drawing conclusions. The research results show that the innovation in the service for recording death certificates for Besuk Apocalypse is included in the typology of service process innovation and service method innovation. The level of innovation based on the level of innovation is included in incremental innovation. And the level of innovation based on category is included in sustaining innovation.
